Forest Foundation and DENR FMB sign MOU to strengthen forest governance

To build stronger partnerships towards improved forest governance, Forest Foundation Philippines entered into a partnership with the Department of Environment and Natural Resources Forest Management Bureau (DENR FMB) for the policy analysis of devolved forest management functions.

The memorandum of understanding (MOU) was signed by Atty. Jose Andres Canivel, Executive Director of Forest Foundation, and Forester Tirso Parian Jr., Director of the DENR FMB.

The MOU will support the conduct of a policy research to identify and assess the functions already devolved to the local government units (LGUs) after the enactment of the Local Government Code of 1991, and lessons learned and challenges in the implementation of the devolved functions.

The results of the research will serve as input to recommendations on existing policies and guidelines, particularly on the implementation of the Devolution Transition Plan. The plan contributes to the improvement of the devolved forest management functions, while conserving forests and providing for the needs of upland communities.

Tanggol Kalikasan, a grantee of Forest Foundation, will lead the conduct of the research. They will study and assess relevant laws, policies, and regulations, and work closely with LGUs and other relevant stakeholders.

This partnership is supported by Forest Foundation and Tropenbos International’s Sustainable and Inclusive Landscape Governance (SILG) Program. It aims to co-create and co-implement the design, establishment, and implementation of Forest Landscape Restoration (FLR) and climate-smart forestry practices, mechanisms, and outcomes in the country’s most critical forest landscapes.
