Background: 

Forest Foundation Philippines (doing business as Philippine Tropical Forest Conservation Foundation (PTFCF), Inc.) is a non-stock, non-profit, non-government organization that provides grants and technical assistance to organizations and individuals that empower the people to protect the forests. The Foundation was established in 2002 to manage conservation funds by virtue of two bilateral agreements between the governments of the Philippines and the United States of America. 

To effectively manage the fund, the Foundation crafted its medium-term strategy, the Results Framework 2017-2021. Under this framework, the Foundation supported over 300 projects that focused on the protection and sustainable management of its four focal landscapes: Sierra Madre, Palawan, Samar and Leyte, Palawan, and Bukidnon and Misamis Oriental. These projects helped restore 1,243 ha of forests, improved the management of over 1 million ha of forestlands, empowered 211 community-based organizations, and supported 108 community-level livelihoods. 

Under the new medium-term Results Framework, the Foundation continues to employ the sustainable forest landscape approach from 2023 to 2027. The Foundation, together with its grantees and partners, will continue to protect and sustainably manage the forests for water, land, and biodiversity, while also fostering forest-related climate action. The Foundation seeks to achieve four immediate outcomes: 

  • Grow Forests: Enhanced forested landscapes that provide multiple ecosystem goods and services;
  • Grow Opportunities: Improved multi-stakeholder engagement through sustainable livelihoods and incentives; 
  • Grow Partners: Strengthened cross-sectoral partnerships for sustainable forest management; and 
  • Grow Advocates: Enhanced knowledge management and strategic communications. 

As part of its commitment to gender equality, the Foundation is currently implementing the Philippines-Canada Partnership on Nature-based Solutions (NbS) for Climate Adaptation (PCP4NbS) Program. Funded by the Government of Canada, PCP4NbS seeks to contribute to strengthening the climate resilience of communities, particularly rural and indigenous women, while ensuring co-benefits from, and for, natural resources and healthy ecosystems. PCP4NbS strengthens the capacities of its beneficiaries and stakeholders by applying rights-based, gender-responsive and intersectional approaches. 

To fulfill the above tasks, the Forest Foundation Philippines is in need of a Gender Equality Specialist. 

Job Specification:

Reporting to the Deputy Executive Director, the SECOND PARTY shall be required to perform the following duties and responsibilities. Working collaboratively with Foundation staff and relevant partners, the Gender Equality Specialist will: 

  • In line with the Foundation’s Results Framework, lead the development, operationalization, and monitoring of the Gender Equality Framework of the Foundation, including policies and guidelines to ensure gender mainstreaming in the Foundation’s operations, processes, and outputs; 
  • Carry out the above duties based on existing and future gender-based analyses of the Foundation’s operations, programs and projects, and areas of operation, towards continued improvement and strengthening of the GE Framework and its implementation; 
  • Identify success indicators and conduct periodic evaluations to measure impacts of the GE framework, including in relation to the Performance Measurement Framework (PMF) of PCP4NbS; 
  • Lead the gender-related planning and programming for PCP4NbS and the Foundation, in particular to: 
    • Integrate gender equality into grants and NbS implementation, including monitoring and evaluation, capacity-building strategies, communities of practice, and advocacy; 
    • Collaborate with institutional partners to cultivate, support, and promote women’s leadership among grantees and partners, and other gender-mainstreaming activities; 
    • Provide technical assistance and mentoring to grantees and other stakeholders in their gender-responsive NbS implementation; 
  • Establish and maintain productive working relationships with the Foundation’s program teams and stakeholders, including, but not limited to, implementation partners, government officials, NGO/CSO counterparts, and local and indigenous communities. 
  • Coordinate with external gender and other technical specialists, as needed, to ensure coherence with the Foundation’s GE Framework; 
  • Prepare materials and resources to raise awareness and strengthen education of the staff and partners, and facilitate integration with the various programs of the Foundation;
  • Design strategic capacity building sessions for the staff, partners, and other stakeholders; 
  • Gather and synthesize data on trends and best practices at the local and global level to update the Foundation’s programs and practices; and 
  • Perform other tasks assigned by the supervising officer, as needed in the performance of the above. 

Duration and Places of Work: 

The assignment will be for the duration of the PCP4NbS program. There will be a 6-month probation period, after which a substantive evaluation will be carried out. The individual contract will be reconfirmed annually by the Executive Director. 

The assignment will primarily be based in the Foundation’s office in Makati City, with occasional work in project sites. 

Compensation:

The Gender Equality Specialist will receive a compensation commensurate with qualifications and professional experience. Basic salary will range from PhP 65,000.00 to 70,000.00 (gross) monthly. Benefits will include mandatory government contributions, insurance (life, accident, and health), sick leave conversion, monthly allowance, and clothing allowance.

Job Qualifications:

The Gender Equality Specialist must have: 

  • An undergraduate degree in fields related to Gender and Development, Human Rights, and/or Social work. A relevant graduate degree is an advantage;
  • Demonstrated knowledge and experience in developing and implementing GE policies and programs. Awareness and responsiveness to gender and power relations in natural resources, environment, and climate change management and social issues in cross-cultural contexts are an advantage; 
  • Sensitivity and adaptability in relation to culture, gender, religion, race, nationality, and age; 
  • Demonstrated program and project management and advisory skills on GE; and 
  • Strong coaching, mentoring, and training skills.
