Human Resource Generalist

Background: 

Forest Foundation Philippines (doing business as Philippine Tropical Forest Conservation Foundation (PTFCF), Inc.) is a non-stock, non-profit, non-government organization that provides grants and technical assistance to organizations and individuals that empower the people to protect the forests. The Foundation was established in 2002 to manage conservation funds by virtue of two bilateral agreements between the governments of the Philippines and the United States of America.

To effectively manage the fund, the Foundation crafted its medium-term strategy, the Results Framework 2017-2021. Under this framework, the Foundation supported over 300 projects that focused on the protection and sustainable management of its four focal landscapes: Sierra Madre, Palawan, Samar and Leyte, Palawan, and Bukidnon and Misamis Oriental. These projects helped restore 1,243 ha of forests, improved the management of over 1 million ha of forestlands, empowered 211 community-based organizations, and supported 108 community-level livelihoods. 

Under the new medium-term Results Framework, the Foundation continues to employ the sustainable forest landscape approach from 2023 to 2027. The Foundation, together with its grantees and partners, will continue to protect and sustainably manage the forests for water, land, and biodiversity, while also fostering forest-related climate action. The Foundation seeks to achieve four immediate outcomes:

  • Grow Forests: Enhanced forested landscapes that provide multiple ecosystem goods and services;
  • Grow Opportunities: Improved multi-stakeholder engagement through sustainable livelihoods and incentives;
  • Grow Partners: Strengthened cross-sectoral partnerships for sustainable forest management; and
  • Grow Advocates: Enhanced knowledge management and strategic communications.

With this, the Foundation is looking for a Human Resource Generalist.

Job Summary:

The Human Resource Generalist is a strategic partner, advisor, and facilitator who studies, reviews, designs, and/or improves the talent management and organizational development initiatives of the Foundation. The job holder will initially focus on managing the integration of the new talent strategy involving job and organizational architectures, performance management, workforce planning, succession management, learning and development, and staff well-being into the Foundation’s HR system and simultaneously facilitating the adaptation of the staff to the new strategy. 

Duties and Responsibilities:

  1. Actively participates in conducting employee satisfaction surveys and exit interviews to gain insights into areas that require improvement or resolution.
  2. Provides valuable assistance in the employee discipline process, offering coaching and support to foster a fair working environment.
  3. Assists in planning and executing employee engagement initiatives focused on motivation and retention strategies.
  4. Stays abreast of HR policies and labor standards, ensuring a thorough understanding and monitoring their implementation within the organization.
  5. Leads the Employee Movement Process, including evaluation notifications, preparation of Confirmation to Continue (CTC) or Personnel Action Notice (PAN) due for regularization, promotion, or transfer. 
  6. Manages the processing of employee benefits, including the monitoring of company leaves and Health Maintenance Organization (HMO) enrollment. 
  7. Checks, validates, and meticulously manages records and documents related to employee movement and benefits, ensuring accuracy and compliance. 
  8. Ensures and monitors strict compliance with company policies, guidelines, and the code of conduct, covering aspects such as attendance, behavior, and performance.
  9. Facilitates the adaptation of the Foundation to the new talent strategy, ensuring active engagement of the staff. 
  10. Partners with relevant staff in developing, updating, and maintaining job designs and organizational structures to ensure clear job expectations, reporting relationships, delegation of authority, communication, and workflow. 
  11. Provides guidance to the line managers in planning for the appropriate competencies and headcounts required to achieve program deliverables. 
  12. Facilitates future-proofing of talents through identifying and developing HIPOs (high potentials) and/or enlarging the skill sets of the staff to guarantee flexibility in cases of lateral movements. 
  13. Facilitates and provides technical support on the end-to-end performance management cycle including goal setting, performance coaching, performance review and evaluation, and rewards and recognition. 
  14. Ensures the identification, delivery, and evaluation of learning and development programs. 
  15. Demonstrates duty of care through implementing and measuring the impact of the staff well-being initiatives to work-life balance and productivity. 
  16. Critically, continuously, and proactively spots issue and concerns or raises recommendations pertaining to talent and organizational development in collaboration with the Foundation’s leadership team. 
  17. Performs other tasks as may be assigned from time to time. 

Essential Job Specifications:

  1. Graduate of Psychology, Human Resource or other relevant fields.
  2. A minimum of 6 years of experience in a similar role within the non-government organization or a Recruitment Firm is advantageous.
  3. Demonstrated general HR experience and talent and organizational development.
  4. Strong, persuasive, and influential in communicating messages and winning support.
  5. Experienced process facilitator and has authored HR policies and program designs.
  6. Demonstrates excellent verbal and written communication skills, ensuring clear and effective interaction within the organizational context.
  7. Exhibits a high level of attention to detail and possesses strong analytical skills, contributing to precision and accuracy in work assignments. Experience working in a mid-size and growing grant-making organization.
  8. Displays competence in building and effectively managing interpersonal relationships at all levels of the company, fostering collaboration and positive engagement.
  9. Possesses the ability to prepare comprehensive Administrative and Legal Memorandums, showcasing proficiency in legal writing and administrative documentation.
  10. Comfortably engages with all levels of management, demonstrating adeptness in navigating professional relationships across diverse hierarchical levels.
  11. Holds functional competency with a comprehensive knowledge of MS Office programs, ensuring proficiency in utilizing essential tools for efficient workflow.
  12. Familiarity with administration workstreams, exhibiting an understanding of and capability in managing various administrative processes within the organizational framework.
  13. Demonstrates the ability to multitask and adapt to a fast-paced environment, showcasing resilience and flexibility in handling diverse responsibilities.
  14. Excellent written and oral communication skills.
  15. Proficiency in word processing and presentation applications and software.
  16. Ability to effectively meet deadlines with minimal supervision.
  17. Ability to adapt to fast-shifting situations while managing complexities and maintaining focus on delivery of requirements.
  18. Ability to work in a diverse environment to deal with a wider range of concerns jointly with co-workers and project partners.

Desirable Job Specifications:

The Human Resource Generalist shall receive a compensation commensurate to his/her qualifications and professional experience. Basic salary ranges from PHP  40,000.00 to 45,000.00 (gross) monthly. Benefits will include mandatory government contributions, insurances, clothing allowance and performance bonus, as appropriate. Duration and Places of Work:

The Human Resources Generalist post is a regular position. There will be a six-month probation period prior to regularization. The individual contract will be reconfirmed annually by the Executive Director. The Specialist will be based in Forest Foundation Philippines’ office in Makati City, with seasonal travel to focal sites if necessary.
