Background:
Forest Foundation Philippines (doing business as Philippine Tropical Forest Conservation Foundation (PTFCF), Inc.) is a non-stock, non-profit, non-government organization that provides grants and technical assistance to organizations and individuals that empower the people to protect the forests. The Foundation was established in 2002 to manage conservation funds by virtue of two bilateral agreements between the governments of the Philippines and the United States of America.
To effectively manage the fund, the Foundation crafted its medium-term strategy, the Results Framework 2017-2021. Under this framework, the Foundation supported over 300 projects that focused on the protection and sustainable management of its four focal landscapes: Sierra Madre, Palawan, Samar and Leyte, Palawan, and Bukidnon and Misamis Oriental. These projects helped restore 1,243 ha of forests, improved the management of over 1 million ha of forestlands, empowered 211 community-based organizations, and supported 108 community-level livelihoods.
Under the new medium-term Results Framework, the Foundation continues to employ the sustainable forest landscape approach from 2023 to 2027. The Foundation, together with its grantees and partners, will continue to protect and sustainably manage the forests for water, land, and biodiversity, while also fostering forest-related climate action. The Foundation seeks to achieve four immediate outcomes:
● Grow Forests: Enhanced forested landscapes that provide multiple ecosystem goods and services;
● Grow Opportunities: Improved multi-stakeholder engagement through sustainable livelihoods and incentives;
● Grow Partners: Strengthened cross-sectoral partnerships for sustainable forest management; and
● Grow Advocates: Enhanced knowledge management and strategic communications.
To fulfill the above tasks, the Forest Foundation Philippines is in need of a General Accountant.
JOB SPECIFICATION:
Duties and Responsibilities:
Reporting to the Finance Manager, the General Accountant shall be required to perform the following duties and functions:
- Update the books of accounts of the Foundation by recording check vouchers, paid checks and supporting documents of all financial transactions as well as entries in the accounting system;
- Prepare journal vouchers using the accounting system;
- Prepare bank reconciliation for all bank accounts and maintain files of bank statements and supporting documents;
- Record all transactions and expenses (payment for consultants, suppliers, etc.) related to special projects in subsidiary files of GL System maintained for each funding agency;
- Initiate the closing of monthly accounts by generating the balance sheet and income statements for all books;
- Reconcile abnormal transactions or discrepancies in balance sheets by gathering data for adjustments;
- Ensure timely (monthly) payments of VAT and BIR taxes and prepares annual BIR reports for suppliers and others subjected to expanded withholding tax;
- Prepare detailed listing/schedule of major balance sheet, income and expense account;
- Print out entries of computerized books of accounts such as Cash Receipts Book, Cash Disbursements Book, General Journal and General Ledger;
- Prepare monthly financial reports for the review and approval of the Comptroller;
- Prepare with monthly, quarterly, annual income and disbursement report for each funding agency;
- Prepare monthly fixed assets (properties and equipment) registers and prepare monthly lapsing (depreciation) schedule;
- Record new acquisition as well as disposal of properties and equipment in the register;
- Year end audit: Provide and assist in the conduct of the interim & year end audit;
- Organized accounting files: issued checks & printed journal vouchers; and
- Perform other tasks requested by the Finance Manager and the Executive Director.
Required Qualifications, Experiences, and Competencies:
- An undergraduate degree in Financial Management, Accounting, Commerce, or Business Management/Administration;
- At least three (3) years of proven experience in General Accounting;
- Advanced knowledge of accounting and bookkeeping principles and practices and financial management;
- Knowledge of banking operations and taxation laws;
- Knowledge of legislation affecting non-profit organizations;
- Ability to participate in planning, results-based management and reporting;
- Ability to effectively meet deadlines with minimal supervision;
- Ability to adjust to constantly changing situations while maintaining focus on delivery of work requirements;
- Proficiency in the use of accounting, word processing, and presentation applications and software;
- Knowledgeable in Audit and microsoft office tools e.g excel;
- Experience in development work, NGOs, and/or donor-funded project will be an advantage;
- High integrity, strong results orientation, and drive for excellence;
- Can work independently, but also a team player; and
- Problem solving skills and ability to work across diversified culture to deal with emerging problems jointly with co-workers and project partners.
DURATION AND PLACES OF WORK:
The General Accountant post is a fixed term position until December 31, 2027. The engagement may be extended depending on the needs of the Foundation. There will be a 6-month probation period, after which a substantive evaluation will be carried out. The individual contract will be reconfirmed annually by the Executive Director.
The assignment will primarily be based in the Foundation’s office in Makati City, with occasional work in project sites.
COMPENSATION:
The Project Officer will receive a compensation commensurate with qualifications and professional experience. Basic salary will range from PhP 35,000 to 40,000 (gross) monthly. Benefits will include mandatory government contributions, insurance (life, accident, and health), sick leave conversion, monthly allowance, and clothing allowance.
