BACKGROUND:

Forest Foundation Philippines (doing business as Philippine Tropical Forest Conservation Foundation (PTFCF), Inc.) is a non-stock, non-profit, non-government organization that provides grants and technical assistance to organizations and individuals that empower the people to protect the forests. 

The Foundation is currently implementing the Eighth Operational Phase of the GEF Small Grants Programme (SGP8). Building on its over 26 years of successful operations in total over 133 countries, the 8th Operational Phase of the SGP aims “engage local CSOs/CBOs in landscape-seascape approaches across the world, providing them access to knowledge and information, capacitating them through learning-by-doing, skills development, and delivering technical and grant assistance for interventions that enhance wellbeing and socio-economic conditions and generate global environmental benefits.”

Critical benefits will accrue in biodiversity conservation, sustainable natural resource management, climate mitigation and adaptation, multi-stakeholder governance, poverty reduction, waste management, energy access, water security, access and management, human health, gender equality, and others. The interventions will be implemented across focal landscapes in the provinces of Aurora, Quezon, Catanduanes, Surigao del Norte, Cluster 6 River Basin in Northern Samar, and Calamianes Group of Islands in Palawan.  


To fulfill the above tasks, the Forest Foundation Philippines is in need of a Monitoring, Evaluation and Learning Officer.

JOB SPECIFICATION:

Reporting to the Program Manager, the Monitoring, Evaluation and Learning Officer is responsible for establishing a comprehensive MEL Framework including, but not limited to, metrics related to climate resilience, biodiversity, and gender-responsiveness. The MEL Officer will ensure that appropriate support is provided to the Foundation in its adherence to the MEL Framework to assess, document, and communicate the impact of its work. The MEL Officer will develop guidelines for organized, sound, and systematic collection and processing of data to enable evidence-based strategy development, planning, implementation, and learning.

DUTIES AND RESPONSIBILITIES:

Working collaboratively with the Program Manager, the Monitoring, Evaluation and Learning Officer will:

  • Design and implement a robust MEL Framework, policy, and guidelines to assess the effectiveness and impact of the Eighth Operational Phase of the GEF Small Grants Programme (SGP8);
  • Develop indicators, data collection tools, and systems to track and measure key performance metrics;
  • Provide technical support and build the capacity of staff and partners on MEL methodologies and best practices through training, education materials, coaching, and mentoring;
  • Provide technical support, including mentoring and coaching, to proponents and grantees in developing clear and measurable criteria and indicators for project proposals and project reports.
  • Promote evidence-based program development and management through designing and facilitating learning opportunities for the staff and relevant partners;
  • Oversee the quantitative and qualitative data collection through surveys, interviews, and other methods; 
  • Analyze data to provide insights regarding the achievement of target outcomes and identify areas for improvement;
  • Prepare MEL reports as part of the SGP8 project cycle, and for the Board, senior management, and relevant partners; 
  • Support regular planning and progress review with the supervising officer and relevant partners;
  • Support the supervising officer in designing, engaging, conducting and managing an external impact evaluation process; and
  • Perform tasks assigned by the supervising officer, as needed in the performance of the above.

DURATION AND PLACES OF WORK:

The Monitoring Evaluation and Learning Officer is a fixed term position until October 31, 2028. The engagement may be extended depending on the needs of the Foundation. There will be a 6-month probation period, after which a substantive evaluation will be carried out. The individual contract will be reconfirmed annually by the Executive Director.

The assignment will primarily be based in the Foundation’s office in Makati City, with occasional work in project sites.

COMPENSATION:

The Monitoring, Evaluation and Learning Officer will receive a compensation commensurate with his/her qualifications and professional experience. Basic salary will range from PhP 45,000.00 to 50,000.00 (gross) monthly. Benefits will include mandatory government contributions, insurance (life, accident, and health), sick leave conversion, monthly allowance, and clothing allowance.

JOB QUALIFICATIONS:

The Monitoring, Evaluation and Learning Officer must have:

  1. An undergraduate degree in Social Sciences, Development Studies, Governance, Statistics, Social Work, or any related discipline; or the equivalent in professional experience. A relevant graduate degree is an advantage.
  2. With professional experience in supporting evaluation and learning in development work. Familiarity with projects related to natural resources, climate change, and/or gender is an advantage;
  3. Demonstrated knowledge and experience in developing and implementing MEL frameworks, policies, and programs;
  4. Basic understanding of gender dynamics in executing duties and responsibilities;
  5. Excellent communication and writing skills;
  6. Ability to manage complex projects with a wide geographical scope;
  7. Demonstrated program/project management and advisory role on MEL; and
  8. Strong coaching, mentoring, and training skills.
