Background: 

Forest Foundation Philippines (doing business as Philippine Tropical Forest Conservation Foundation (PTFCF), Inc.) is a non-stock, non-profit, non-government organization that provides grants and technical assistance to organizations and individuals that empower the people to protect and conserve the forests. The Foundation was established in 2002 to manage conservation funds by virtue of two bilateral agreements between the governments of the Philippines and the United States of America.

To effectively manage the fund, the Foundation crafted its medium-term strategy, the Results Framework 2017-2021. Under this framework, the Foundation supported over 300 projects that focused on the protection and sustainable management of its four focal landscapes: Sierra Madre, Palawan, Samar and Leyte, Palawan, and Bukidnon and Misamis Oriental. These projects helped restore 1,243 ha of forests, improved the management of over 1 million ha of forestlands, empowered 211 community-based organizations, and supported 108 community-level livelihoods. 

Under the new medium-term Results Framework, the Foundation continues to employ the sustainable forest landscape approach from 2023 to 2027. The Foundation, together with its grantees and partners, will continue to protect and sustainably manage the forests for water, land, and biodiversity, while also fostering forest-related climate action. The Foundation seeks to achieve four immediate outcomes:

  • Grow Forests: Enhanced forested landscapes that provide multiple ecosystem goods and services;
  • Grow Opportunities: Improved multi-stakeholder engagement through sustainable livelihoods and incentives;
  • Grow Partners: Strengthened cross-sectoral partnerships for sustainable forest management; and
  • Grow Advocates: Enhanced knowledge management and strategic communications.

With this, the Foundation is looking for a Human Resource (HR) Officer.

Job Summary:

The Human Resource (HR) Officer oversees the effective and efficient management of the full employee life cycle. Directly reporting to the Deputy Executive Director, the Human Resource Officer is a leadership role and is a strategic partner, advisor, and facilitator who studies, reviews, designs, and/or improves the talent management and organizational development initiatives of the Foundation. The job holder will initially focus on developing and managing the integration of a new talent strategy involving job and organizational architectures, performance management, workforce planning, succession management, learning and development, and staff well-being, among others, into the Foundation’s HR system. The job holder will simultaneously facilitate the  staff’s adoption of, and adaptation to, the new strategy. 

Duties and Responsibilities:

Reporting to the Deputy Executive Director, the Human Resource (HR) Officer will:

Human Resource Policies and Strategies     

  1. Review, update, develop, and/or execute HR policies that are aligned with the Foundation’s existing policies, considers the current landscape, and are adherent to local labor laws.
  2. Ensure and monitor strict compliance with company policies, guidelines, and the code of conduct, covering aspects such as attendance, behavior, and performance.
  3. Act as advisor on key HR matters to the Board of Trustees, Executive Director, Deputy Executive Director, and general employees.
  4. Critically, continuously, and proactively spot issues and concerns, and raise recommendations pertaining to talent and organizational development in collaboration with the Foundation’s leadership.

Recruitment, Movement and Termination

  1. Oversee the end-to-end recruitment process including calls for application, CV longlisting and shortlisting, interviews, job offers, pre-employment paperwork, contract preparation and issuance, and on-boarding.
  2. Lead the employee movement process, including evaluation notifications, preparation of Confirmation to Continue (CTC) or Personnel Action Notice (PAN) due for regularization, promotion, or transfer.
  3. Ensure the effective implementation of the performance management process.
  4. Oversee staff off-boarding including exit interview, employee satisfaction surveys, clearance and quitclaim, and release of last pay and other monetized benefits (e.g., leave credits).

Salaries and Benefits

  1. Review, facilitate, and, as needed, update the salary and benefit program, in consultation with management and finance.
  2. Manage the processing of employee benefits, including the monitoring of company leaves and Health Maintenance Organization (HMO) enrolment. 

Data Management

  1. Act as employee data and document manager (e.g., employees’ 201 file).
  2. Check, validate, and meticulously manages records and documents related to employee movement and benefits, ensuring accuracy and compliance. 
  3. Establish and maintain a database of HR and related policies and documents that is systematic, streamlined, and accessible.

Employee Well-Being and Relations

  1. Propose, design, and lead employee engagement activities such as team building, capacity building, staff retreat, wellness activities, and others.
  2. Address staff issues, concerns, and problems through appropriate counseling methods.
  3. Facilitate conflict resolution and conduct investigation on employee relations, as needed, in accordance with due process.
  4. Conduct risk assessments and develops/updates guidelines and protocols on safety and security in the workplace, including activities outside the office (i.e., field work).
  5. Ensure the identification, delivery, and evaluation of learning and development programs. 
  6. Demonstrate duty of care through implementing and measuring the impact of the staff well-being initiatives to work-life balance and productivity. 

Others

  1. Perform other tasks as may be required in the performance of the above . 

Essential Job Specifications:

  1. Bachelor’s degree, preferably in behavioral or social sciences;
  2. HR Officer with at least 5 years of relevant professional experience in a leadership capacity;
  3. Working knowledge of local labor laws;
  4. Working knowledge of relevant government agencies’ processes (e.g., SEC, DOLE, PhilHEALTH, SSS, and PAGIBIG);
  5. Demonstrated ability to communicate with and influence across all levels of authority, while ensuring consultation and inclusion with relevant personnel;
  6. Demonstrated experience in designing, and developing and implementing HR programs and policies; 
  7. Proven ability to identify and address people and culture issues/concerns, including emerging ones;
  8. Solid experience in collecting and using HR data in making people-centric decisions; 
  9. Solid experience in ensuring accuracy, completeness, and confidentiality of data and records; and
  10. Employee well-being advocate.

Compensation:

The Human Resource (HR) Officer shall receive compensation commensurate to his/her qualifications and professional experience. Basic salary ranges from PhP 55,000.00 to 65,000 (gross) monthly. Benefits will include mandatory government contributions, insurance, clothing allowance, and performance bonus, as appropriate. Duration and Places of Work:

The Human Resource (HR) Officer post is a regular position. There will be a six-month probation period prior to regularization. The individual contract will be reconfirmed annually by the Executive Director. The post will be based in Forest Foundation Philippines’ office in Makati City, with occasional travel to project sites, as necessary.
