Background:
Forest Foundation Philippines (doing business as Philippine Tropical Forest Conservation Foundation, Inc.) is a non-stock, non-profit, non-government organization that provides grants and technical assistance to organizations and individuals that empower the people to protect the forests. The Foundation was established in 2002, under two bilateral agreements between the Governments of the Philippines and the United States of America to treat and redirect around USD 32M of debt into a Tropical Forest Conservation Fund over ten years.
The Foundation’s Results Framework 2023-2027 targets forest-based climate action and has a program on nature-based solutions for climate adaptation. The Foundation also adopted a Roadmap for Integrating Forest Conservation and Climate Change in 2017. However, there is a need to further clarify and define the Foundation’s objectives, strategy, and approach to its climate-related work to better guide its decision-making, planning, and programming moving forward.
For this purpose, the Foundation’s Board of Trustees (BOT) will have a Climate Introspection Session focused on the topic.
Objectives:
The 2.5-day session is scheduled on January 28-30, 2025 and has the following objectives:
- For the BOT to gain a better understanding of the following topics and themes:
- The state of play related to forests and climate change, including intersections with biodiversity, gender, and rights;
- The forests and climate finance landscape; and
- Carbon offsets and projects, and potential roles for the Foundation.
- To reflect on the Foundation’s previous and existing initiatives and engagements linked to climate change, including effectiveness.
- To clarify the Foundation’s mandate in relation to climate action.
- To determine next steps in developing a strategy or approach to guide decision-making, planning, and programming.
The session will be divided into two (2) main components: (a) understanding the state of play (half day) and (b) facilitated reflection (2-day workshop). Expert resource persons will be invited to provide inputs on the state of play, and professional facilitators skilled at futures and systems thinking will be engaged to manage the workshop proper.
For this purpose, a facilitator needs to be engaged to lead the 2-day workshop. Working closely with the Foundation, this includes supporting the development of the program design, preparing materials, facilitating the session, and documenting outputs.
Consultancy Objectives:
The objective of this consultancy is to assist the Forest Foundation in clarifying and further operationalizing its climate-related objectives, strategy, and approach, including identifying and documenting concrete action items.
Scope of Work:
In close consultation with the Foundation, the consultant will undertake the following duties and responsibilities:
- Compile and review relevant background materials and information.
- Develop a workshop design to achieve the objectives of the introspection session.
- Lead the facilitation of the workshop.
- Prepare workshop materials, such as a preparatory document for the participants, presentations, and in-session materials.
- Synthesize the results of the workshop, including concrete action points.
Deliverables:
The consultant shall deliver the following outputs:
- Workshop design
- Workshop materials
- Session facilitation
- Synthesis report
Duration and Timeline:
The consultancy shall commence from the signing of the consultancy agreement and is expected to be completed within 1 month from the date of the introspection session. The specific timeline for each deliverable will be agreed upon during the work plan submission phase.
Qualifications:
The ideal consultant should have:
- Proven experience and track record in facilitation, particularly in the context of organizational development.
- Expertise in or familiarity with futures and systems thinking.
- Familiarity with issues related to climate change, environment, and sustainability.
- Excellent documentation and synthesis skills.
Reporting and Supervision:
The consultant will report directly to the Deputy Executive Director of the Foundation, who will oversee the consultancy and provide necessary support and resources. Regular progress updates will be required, with review meetings scheduled at key milestones.
Budget and Payment Terms:
The total amount available for this consultancy is One Hundred Thousand Pesos (PhP 100,000.00).
Payment will be output-based, linked to the successful completion of each deliverable, as detailed in the work plan and cost proposal to be submitted by the consultant.
Payments will be made as follows:
- 70% – Upon signing of the consultancy agreement
- 30% – Upon submission and acceptance of synthesis report
Workshop-related expenses, such as transport, venue, food, and reproduction of materials, if any, will be covered by the Foundation.
Acceptance of Terms:
The consultant agrees to the terms outlined in this document and commits to completing the scope of work as specified.

- Background of relevant expertise and experience; sample work if available;
- Plan, methodology and/or approach for achieving Objectives 2-4 of the Introspection Session (including workshop objectives, elements and flow);
- Timeline for delivering outputs;
- Cost proposal; and
- Other relevant details.
